Neighborly apartments taking shape in Troy

TROY — New construction on an old lot in an old city is usually an adventure loaded with surprises, and the site preparation for a new apartment building at the corner of Congress and 4th streets was no exception.

When complete, the five-story, $18 million Vicina, (“nearby” in Italian) will hold 80 apartments. Jeff Mirel, executive vice-president of The Rosenblum Companies, said Thursday he expects tenants to move into the fifth floor in June, followed by occupancy on the lower floors throughout the summer. Mirel is hoping the 2,600-square-foot commercial space on the first floor will be rented by a food service business, but he is open to all ideas.
